Service Changes Public Hearing

NOTICE IS HEREBY GIVEN that the Kings County Area Public Transit Agency (KCAPTA) will hold a public hearing to seek comments from the public regarding the proposed transit service change.

The transit system operated as Kings Area Rural Transit (KART) proposes the following service change:

  • Expand Hours of Operations for Hanford and Lemoore Fixed Routes
  • Add Demand-Response Service in Avenal
  • Add West Hill College Stop to Route 20 and Route 12
  • Add Express Route to Corcoran
  • Delete Service to NAS (Route 21)

Public Hearingwill be held at the regular meeting of KCAPTA scheduled for April 28, 2021 and May 26, 2021- 3:30 PM to comment during the meeting by telephone or Internet, E-mail the Clerk of the Board at any time before the meeting at for a phone number, access code and meeting link. Public Hearings for Unmet Transit Needs


Notice is hereby given that the Kings County Area Public Transit Agency (KCAPTA) will hold a Virtual Public Hearing on February 24, 2021 at 3:30 p.m., in pursuant to Public Utilities Code Section 99238.5. The meetings will be for the purpose of soliciting comments on the unmet transit needs that may exist within Kings County and that might be reasonable to meet by establishing or contracting for new public transportation or specialized transportation services or by expanding existing services. Unmet public transportation needs are defined as, at a minimum, transportation services, which are not provided for person who do not have access to private vehicles, or other forms of transportation, due to age, income, or disability, for the purpose of medical care, shopping social/recreational activities, educations/training and employment. A finding of no unmet transit needs must make specific reference to the effort undertaken in development of the Regional Transportation Plan (RTP), to identify the public transportation needs of the transit dependent, especially the elderly, disabled and poor.

Individuals with disabilities may call KCAPTA staff at (559) 852-2691 (with 3-working-day advance notice) to request auxiliary aids necessary to participate in the public hearing. Translation services are available (with 3-working-day advance notice) to participants speaking any language with available professional translation services
