Title VI Policy Statement
The Kings County Area Public Transit Agency (KCAPTA) is committed to compliance with Title VI of the Civil Rights Act of 1964 and all related regulations and directives.
KCAPTA assures that no person shall on the grounds of race, color, national origin, gender, age, or disability be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any KCAPTA service, program, or activity.
The Agency also assures that every effort will be made to prevent discrimination through the impacts of its programs, policies, and activities on minority and low-income populations. In addition, the department will take reasonable steps to provide meaningful access to services for persons with Limited English Proficiency.

Disadvantaged Business Enterprise (DBE)
Notice of Availability for Review and Comment – Federal Transit Administration Triennial DBE Overall Goal for Federal Fiscal Years 2019-2021
KCAPTA has prepared it draft Disadvantage Business Enterprise (DBE) overall goal in accordance with 49 CFR Part 26.45(g) for the triennial period between October 1, 2018 and September 30, 2021.
The DBE overall goal of 2.92% percent represents the percentage of work anticipated to be performed by certified DBE firms on KCAPTA FTA-assisted projects during the triennial period.
The methodology document used to determine the proposed goal will be available for public inspection until July 24, 2018 which is at least thirty (30) days from the date of the DBE goal posting on KCAPTA website.
